    A separate EU-level fee to cover customs processing costs, on top of the €3 duty. Not yet adopted. Structured product identifiers (SKU, manufacturer reference) become mandatory on low-value declarations from the same date. Türkiye is seeking an exemption from the fee.

    UPS 22 Nov–26 Dec, FedEx 23 Nov–27 Dec. Ground residential $0.75–$0.80 on the standard table; up to $8.00 on UPS's higher-volume table or under FedEx's peaking factor.

    Section 321 repealed by statute for all commercial shipments

    The reconciliation law enacted in July 2025 removes the de minimis exemption from the statute book. The suspension already in force since 2025 becomes permanent law.

    EU €3 flat rate ends; normal tariffs apply to low-value parcels

    The transitional duty is replaced by the permanent customs reform: standard tariffs by product classification, the EU Customs Data Hub, and a deemed-importer model that puts duty and data obligations on platforms. Customs Union goods on an A.TR remain duty-free.
